To apply, an individual must meet all the following conditions:
- have the status of an internally displaced person (IDP);
- have the status of a combatant or a disability caused by war;
- have lived on temporarily occupied territory before displacement (confirmed by the IDP certificate);
- currently reside on government-controlled territory;
- not own other housing on safe territory (except for mortgaged property or a home located in active combat zones);
- have not received other state housing support and have no active applications in similar programs.
The program is intended to be highly targeted, ensuring support goes to those who truly need housing urgently.
How to Apply for a Voucher
- Applications begin December 1, 2025 (Phase 1) through the Diia app.
- Inside Diia: go to Services for IDPs → Housing Voucher Application, confirm family composition, and sign with Diia.Signature.
- All information is pulled automatically from state registers.
- The system checks eligibility, then the application is reviewed by a commission — usually within 30 days.
- Later, IDPs will also be able to apply via CNAP offices or notaries.
Once approved, a voucher is created in the Register of Damaged and Destroyed Property. The funds must be used within 5 years.
How the Voucher Can Be Used
IDPs can use the voucher to:
- buy a ready apartment or house;
- invest in new construction or buy land for building;
- purchase a share of real estate;
- use the voucher as a down payment or to repay an existing mortgage.
Purchased property cannot be sold or transferred for five years, ensuring proper use of state funds.
