The eReconstruction Program continues to play an important role in the reconstruction of housing damaged or destroyed as a result of the war. In 2025, it underwent certain changes and improvements aimed at increasing the efficiency and accessibility of assistance to citizens.
Main changes in the program for 2025
According to the new provisions, the state budget for 2025 provides UAH 4 billion for the implementation of the program. Of this amount, UAH 3 billion is allocated for compensation for destroyed housing, and UAH 1 billion for damaged housing. In addition, the Ministry of Social Policy of Ukraine has additionally attracted UAH 15 billion of unused funds to provide housing for internally displaced persons.
How to receive compensation in 2025
Citizens who have lost or damaged their housing can apply for compensation through:
- The portal or mobile application "Diya".
- Administrative Service Centers (ASC).
For owners of housing certificates that have already been issued, their terms of use have been extended until February 20, 2025. This will allow for the purchase and sale of new housing at a convenient time.
Compensation categories
The program provides for two types of compensation:
1. For damaged housing:
- Up to 200 thousand UAH for current repairs (purchase of building materials, payment for contractors' work).
- Up to 350 thousand UAH for major repairs of apartments.
- Up to 500 thousand UAH for private houses.
2. For destroyed housing:
- Individual owners can receive compensation in the form of a housing certificate.
- Certificates are valid for the purchase of new housing in the controlled territory.
Conditions for receiving compensation
Compensation for destroyed housing is provided to owners whose property was destroyed after February 24, 2022 and is located in unoccupied territories. Applications are accepted from August 1, 2023 through "Diya", and the issuance of certificates began on December 27 of the same year.
