Real Estate in Ukraine in 2026: Taxes, Checks and Housing Vouchers

Recently, I noticed that several seemingly unrelated developments are actually pointing to the same trend: real estate transactions in Ukraine are becoming increasingly digital, transparent and subject to automated checks.

I decided to bring together three issues that I believe property owners, buyers and people using government housing assistance should pay attention to: tax claims related to properties sold years ago, new checks of property owners before transactions, and updated housing voucher rules for internally displaced persons.

Tax claims for a property you sold years ago

The first issue illustrates a broader problem — the accuracy and relevance of data in government databases.

Finance.ua describes cases in which Ukrainians received tax notices concerning properties they had sold many years earlier, including transactions dating back to 2008. Possible reasons include incorrect property areas, ownership shares, duplicate records following street renaming, or failure to reflect a change of ownership in the tax database.

My first recommendation is therefore simple: do not automatically treat every tax notice as a valid debt.

First, check which property and which period the tax claim concerns. This can be done through the taxpayer's Electronic Cabinet or directly with the State Tax Service.

If the assessment is incorrect, the taxpayer can request a correction or cancellation. According to Finance.ua, taxpayers have 60 days from receiving the tax notice to pay or challenge the assessment.

I also believe this is a good reminder to keep property documents systematically — including sale agreements, documents confirming previous transactions, receipts and correspondence with government authorities.

Selling a property may become more complicated if the owner has debts

The second trend is the expansion of automated checks before real estate transactions.

According to Finance.ua, from October 23, 2026, transactions involving the sale, gift, exchange or other transfer of real estate are expected to include an automatic check of the owner against the Unified Register of Debtors. If enforcement proceedings have been opened and the person is included in the register, the transaction may be blocked.

Importantly, having a debt alone does not automatically prevent a property sale. The restriction concerns cases where enforcement proceedings have been opened and the debtor has been entered into the relevant register. This may involve debts related to loans, alimony, taxes, fines, utilities and other enforceable obligations.

For buyers, this means that checking the property itself may no longer be enough. It is also important to check the seller — preferably before paying a deposit.

In my view, this is gradually changing the culture of real estate transactions in Ukraine: legal due diligence is becoming not an optional precaution, but a standard part of buying property.

Housing vouchers for IDPs: eligibility is becoming narrower

The third issue concerns changes to housing vouchers for certain categories of internally displaced persons.

From August 1, 2026, new rules came into force for housing vouchers worth up to UAH 2 million for eligible IDPs who previously lived in temporarily occupied territories. According to 3m2, Government Resolution No. 723 narrows the eligibility criteria so that limited public resources can be directed primarily to people who genuinely lost their only home.

The voucher is no longer available to IDPs who, after February 24, 2022, terminated their ownership rights to housing, for example by selling or gifting it; those who have already used the preferential “eOselia” mortgage; or those who registered or declared residence in an occupied territory after its occupation.

At the same time, people who had already received a voucher or submitted an application before August 1 remain subject to the previous rules.

The application process is also expected to become more accessible, with applications potentially available through the Diia portal, administrative service centres and notaries, in addition to the Diia application.

What these changes tell me about the market

When I look at these three developments together, I see more than a set of bureaucratic amendments.

Ukraine is gradually building a real estate system based increasingly on interconnected digital data. Tax obligations, ownership records, debts, enforcement proceedings and participation in government housing programs are becoming increasingly interconnected.

For buyers, this can mean greater transaction security because more risks can be identified automatically. For sellers, it means fewer unresolved issues can simply be left for later.

For recipients of government housing assistance, the trend is even clearer: public funding is becoming more targeted, while eligibility requirements are becoming stricter.

My main recommendation for 2026 is therefore straightforward: if you are planning to buy, sell, gift or obtain housing through a government program, do not leave legal and tax issues until the last moment.

In today's real estate market, it is not enough to look at the apartment itself. What matters is the legal history of the property, the accuracy of ownership data and whether your circumstances meet the current requirements of government housing programs.

In my view, this will remain one of the key trends shaping Ukraine's real estate market in the coming years.
